A Filipino trial judge in the northern section of Manila, Florentino Floro, was fired last month and fined 40,000 pesos (US$775) after a three-year investigation found that he’d claimed he could see into the future and admitted that he consulted privately with mystical magic dwarfs.

We still have a lot of work to do." He also said at the conference: "One day, I'm gonna die.

That's all there is to it. Hey, it's too bad, but I've got to make room. I'm using a lot of oxygen and such — I think it's good use of oxygen myself, but of course, I'm a little prejudiced on the matter." Randi also said that after he is gone he does not want his fans to bother with a museum of magic named after him or burying him in a fancy tomb, instead he said, "I want to be cremated, and I want my ashes blown in Uri Geller's eyes." His physicians have put his five-year survival rate at 50%.

Randi explains how he ended up with three navels (Laparoscopic surgery). This was followed by 12 chemotherapy sessions, one per fortnight. He says that he discovered to his "delight" that chemotherapy is not necessarily as awful as it is often claimed. When he went to the hospital for his chemotherapy, on Tuesdays, he would check into the infusion lab where they would first "flush" him with all sorts of products to prepare him for the chemotherapy proper. For this, they hooked him up for two days to a small bottle (containing the chemotherapy drugs) via a thin tube to a port in his chest. He put the bottle in his pocket and went back to work, or home, feeling just fine.

When the chemotherapy session was over, he started to tire, feeling weak by Friday morning, so weak that he sometimes didn't even want to get out of bed. This lasted through the weekend. He felt better by Monday, and he then enjoyed ten days of good health before his next infusion.

Quite interesting and shocking: fame was defined as Carabaos + chickens + vegetables. Johnny Manahan said that parents of would-be stars gifted him with weekly rations of chickens and vegetables.

HIS pals, “the imaginary dwarfs” Armand, Luis and Angel, may not have impressed the justices of the Supreme Court but, according to dismissed Judge Florentino Floro Jr., he and his three friends were superstars among psychics and believers of the occult throughout the world.

The high court last April dismissed the 53-year-old Floro, a Malabon Regional Trial Court judge, after finding that he was suffering from a mental “disabling condition” that it said made it impossible for him to discharge his judicial functions.

Floro now claims that the news of his sacking—which came out on CNN, Time magazine and The New York Times, among more than a hundred international news agencies and publications—has given him and the three dwarfs “immortality.”




A. J. Hammer (born Andrew Goldberg on October 31, 1966) is a television and radio personality who, as of now, hosts CNN Headline News evening show, Showbiz Tonight. From 2001 to 2005, Hammer hosted Court TV's Hollywood Heat, a program focusing on crime and justice in the entertainment business. He also hosted several programs on Sirius Satellite Radio.

Mind-boggling delay

In CNN’s “Showbiz Tonight” show, co-host A.J. Hammer singled out the news story on Floro as the story of the day. Although he joked that there was nothing wrong with consulting dwarfs from time to time, Hammer pointed to the three-year delay in the investigation of Floro as mind-boggling. “Dwarfs, healing sessions, a three-year investigation? Now, that’s ridiculous!” he said.



In NBC’s “Countdown w/ Keith Olbermann” show, Floro was cited as “No. 2” in Countdown’s “three top newsmakers of the day” last April 11. Floro graduated with second honors from the Ateneo de Manila University law school and placed 12th in the 1983 bar examinations with a grade of 87.55 percent.

“From obscurity, my name ... and the three mystic dwarfs became immortal not only in this country, not solely in the international broadcasts (CNN, MSN-NBC) and in almost all print media worldwide, but first and foremost, in the indelible memory of world judicial history,” he said in a letter to the court that he sent to Chief Justice Artemio Panganiban last Friday.

Occult blogs

Floro said news of his dismissal also figured in forum discussions in more than 1,000 blogs all over the world and elicited 10,000 replies, with believers of the occult and those who claim to see spirits and dwarfs siding with him. In the letter, to which he attached about 200 pages of international news stories about him, Floro “begged” the court to act on his partial motion for reconsideration. He asked that he be returned to the service and given the 83 months’ worth of back wages that accumulated during the period of his preventive suspension before he was eventually dismissed. The high court had rejected five such previous motions from Floro.

In a decision penned by Associate Justice Minita Chico-Nazario, the high court found Floro guilty of seven of the 13 administrative charges lodged against him by the Office of the Court Administrator (OCA).

During the three-year investigation of the case by the OCA, during which he was interviewed by doctors, psychologists and other medical experts, Floro admitted that he believed in “psychic visions” of the future because of his powers and mastery of “psychic phenomenon.”


Healing Judge Floro was featured in Mr. Jaime T. Licauco's 1999 Book, "A Practical Guide to Philippine Healers". Floro, in the picture has successfully healed 14 of 15 patients in Mr. Licauco's Prince Plaza II Makati City office on October 20, 1999.

He also confessed that he had made a covenant with his “dwarf friends,” that he could write while in a trance and that he had been seen by several people in two places at the same time. Questioned by court officials, Floro also admitted conducting healing sessions in his chambers during breaks.

Psychic phenomena is a subject that has been explored for centuries, and many people have attempted to figure out just how this phenomena takes place, and what it means. Parapsychology is a discipline that seeks to investigate the existence and causes of psychic abilities and life after death using the scientific method. Parapsychological experiments have included the use of random number generators to test for evidence of precognition and psychokinesis with both human and animal subjects and Ganzfeld experiments to test for extrasensory perception.

“Psychic phenomena, even assuming such exist, have no place in a judiciary duty-bound to apply only positive law and, in its absence, equitable rules and principles in resolving controversies,” the court said in its en banc decision. The court also ordered Floro to pay the amount of P40,000 as a penalty but awarded him three years’ worth of back salaries, allowances and other economic benefits.


‘Psychosis’

However, the high court said that it was not within its authority to conclude that Floro was “insane” but said it agreed with the findings of the Supreme Court clinic that showed Floro to be suffering from “psychosis.” According to Floro, the international paranormal and legal discussions triggered by his case had made him “immortal.” “When you hit it big in the print media internationally, you are immortal,” he said.

The pilots were identified as Major Rolando Sacatani and Captain Alvin Alegata. The Bell 412, a twin engine helicopter, was purchased brand new and delivered in 1996. Its latest certificate of airworthiness was issued last February 10 and is set to expire Feb. 10, 2010.

Cardiac arrest

Marit Stinus, wife of the late press secretary Cerge Remonde, is greeted by family and friends after they arrived in Cebu City Friday. Remonde, who died of cardiac arrest last Tuesday, will be buried in Argao January 23, 2010.

Remonde was pronounced dead at 11:51 a.m. Tuesday from cardiac arrest. He was 51. His driver found him unconscious and naked at 10:30 a.m. in the bathroom of his home in Makati.

Cerge Remonde's mortal remains, brought inside the Argao Church, when he was judged with the 3 mystic dwarves virtually present thereat.

He was rushed to the Makati Medical Center where doctors failed to revive him. Remonde wasn’t breathing and had no pulse and heartbeat when he was brought into the emergency room, said Dr. Eric Nubla, hospital spokesperson.

Dr. Anthony Leachon, personal cardiologist of Remonde, said the press secretary’s cardiac arrest could be attributed to a confluence of factors such as his hypertension, diabetes, his cervical spine problem and his perennial habit of smoking. He added that Remonde suffered cardiac arrest at about 9:30 a.m. and was found unconscious in his bathroom an hour later. He noted an hour and a half had intervened from the time Remonde was found to the time he was brought to the hospital at 11:20 a.m.

He told reporters that Remonde could have survived if he had been rushed to the hospital earlier. Leachon, a cardiologist of the Manila Doctors Hospital, said that Remonde had spine surgery in 2007. Remonde was in the hospital for two weeks.



He added that he last checked on Remonde around six months ago, when the Press secretary showed him his laboratory tests. According to Remonde’s driver, the press secretary was coughing since Monday. Leachon said a person with respiratory tract infection can “predispose a patient to his cardiac problem.”

From being a researcher, she gradually worked her way up in the ladder of judicial hierarchy and, in the process, held various positions such as Attorney Researcher (July 1969 - December 1975), Senior Attorney (January 1976 - October 20, 1976), and eventually Division Clerk of Court of the Court of Appeals (October 21, 1976 - January 17, 1983).

On January 18, 1983, she was appointed as the Presiding Judge of the Regional Trial Court (Branch XXXVI) of Calamba, Laguna. On November 4, 1986, she became the Presiding Judge of the Regional Trial Court (Branch CLIX) of Pasig City. From 1990 to 1992, she concurrently held the position of Executive Judge of the Regional Trial Court of Pasig City. She also served in different capacities as an officer of the Philippines Judges’ Association and the Philippine Women Judges’ Association from 1987 to 1992.

Senior Associate Justice Leonardo A. Quisumbing and Justice Ma. Alicia Austria-Martinez lead the second batch of volunteers in an outreach program in the Pediatrics Ward of the Philippine General Hospital (PGH) in Manila.

On March 5, 1992, she went back to the Court of Appeals, this time as an Associate Justice. She served in this capacity until July 27, 2001, when she was appointed as the Presiding Justice of the Court of Appeals. However, her occupation of the Office of the Presiding Justice proved to be short-lived because on April 12, 2002 she was named Associate Justice of the High Tribunal.

Her curriculum vitae includes: Examiner in Commercial Law in the 1994 Bar Examinations and Examiner in Remedial Law in the 2000 Bar Examinations; member of the Supreme Court’s Committee on Formulation of Rules of Procedure in Family Courts which includes the drafting of the Rules on Examination of a Child Witness, on Domestic Adoption, on Commitment of Children, and on Annulment and Declaration of Nullity of Marriage; lecturer and resource person in various programs and seminars conducted under the auspices of the Supreme Court, the Philippine Judicial Academy and the U.P. Law Center.

Justice Austria-Martinez graduated from the University of the Philippines in 1962, earning the degree of Bachelor Laws (LLB). She passed the Bar Examinations given in 1962. She also obtained a Master’s degree in National Security Administration in 1980 from the National Defense College of the Philippines where she eventually became the Chairman of the Panel of Examiners for Oral Defense in 1987, 1988 and 1991. She also served as a member of the Board of Admission in the same College for the School Years 1991-1993. Justice Austria-Martinez also attended the 31st Program of Instruction for Lawyers held at the Harvard Law School in Cambridge, Massachusetts in 1999.

This incurable, degenerative, and terminal disease was first described by German psychiatrist and neuropathologist Alois Alzheimer in 1906 and was named after him. On September, 2008, Austria-Martinez, citing health reasons, filed a letter to the Supreme Court of the Philippines thru Reynato Puno, tendering her resignation effective April 30, 2009, or 15 months before her compulsory retirement on December 19, 2010. In the October 1 Judicial and Bar Council's en banc deliberations, Reynato Puno ruled: “The court merely noted it. We don’t have to approve it... it is her right.” During the JBC hearing, a JBC member said "Austria-Martinez had wanted to retire earlier because of health reasons. We were told she had health problems even when she was in the CA.”

Born as Ma. Alicia Austria in Manila on December 19, 1940, Justice Austria-Martinez was introduced early to the intricacies of the law. Both her parents were lawyers. Her father, Retired Colonel Benjamin A. Austria, served in the Philippine Air Force while her mother, Remedios M. Austria, was a Doctor of Civil Law and served as a consultant in the Graduate School of the University of Santo Tomas (UST). Justice Austria-Martinez is the widow of Atty. Daniel T. Martinez who once served as the Clerk of Court of the Supreme Court. Justice Austria-Martinez has two adopted sons, Michael and Bryan. Michael is married to Ma. Evangeline "Jenny" B. Austria. They have two children, Marianne Nicole and Vince Matthew. Bryan is still single.

Angelina Sandoval-Gutierrez (born February 28, 1938) is a Filipino jurist who served as an Associate Justice of the Supreme Court of the Philippines from 2000 to 2008. She was the last appointment to the Court made by President Joseph Estrada.

Justice Angelina Sandoval-Gutierrez earned her law degree from the University of Santo Tomas in 1960. After two years working at the National Bureau of Investigation, Sandoval-Gutierrez joined the Department of Justice in 1965. She later worked as an attorney for the Supreme Court.

In 1983, Sandoval-Gutierrez was appointed as a trial court judge in Manila. She was promoted as an Associate Justice of the Court of Appeals by President Corazon Aquino in 1991. She served in the appellate court until her appointment to the Supreme Court in 2000.

Justice Gutierrez was married to the late NBI Assistant Director Diego H. Gutierrez (who died of LUNG cancer on May 20, 2002). Astronomers hopeful of detecting extra-terrestrial life

The chance of discovering life on other worlds is greater than ever, according to Britain's leading astronomer. Lord Rees, the president of the Royal Society and Astronomer Royal, said such a discovery would be a moment which would change humanity. It would change our view of ourselves and our place in the cosmos, he said. His comments come as scientists gather in London for an international conference to discuss the prospect of discovering extra-terrestrial life. Scientists have been scanning the skies for radio broadcasts from intelligent life for 50 years, and so far they have only heard static. But the chances of discovering life now were better than ever, Lord Rees said.

He said: "Technology has advanced so that for the very first time we can actually have the realistic hope of detecting planets no bigger than the earth orbiting other stars.

"(We'll be able to learn) whether they have continents and oceans, learning what type of atmosphere they have. "Although it is a long shot to be able to learn more about any life of them, then it's tremendous progress to be able to get some sort of image of another planet, rather like the earth orbiting another star." The recent deployment of space telescopes capable of detecting earth-like planets around distant stars now make it possible to focus the search.

"Were we to find life, even the simplest life, elsewhere that would clearly be one of the great discoveries of the 21st Century. "I suspect there could be life and intelligence out there in forms that we can't conceive."And there could, of course, be forms of intelligence beyond human capacity, beyond as much as we are beyond a chimpanzee," he added.

Scientists searching for alien life should get governments and the UN involved lest we unwittingly contact hostile extraterrestrials, a British astronomer has warned. The caution comes as more experts argue that the search for intelligent life should be stepped up. Mr Marek Kukula, public astronomer at the Royal Observatory in Greenwich, said: "Part of me is with the enthusiasts and I would like us to try to make proactive contact with a wiser, more peaceful civilisation."

But he warned: "We might like to assume that if there is intelligent life out there it is wise and benevolent, but of course we have no evidence for this.

"Given the consequences of contact may not be what we initially hoped for, then we need governments and the UN to get involved in any discussions," he told The Sunday Times. This week a two-day conference is being held at the Royal Society in London, titled, 'The detection of extraterrestrial life and the consequences for science and society.' There is also an astrobiology conference in Texas in April at which new methods of detecting aliens will be discussed.

Douglas Vakoch, director of interstellar message composition at the Search for Extraterrestrial Intelligence (SETI) Institute in California, told the paper: "My personal view is that being more active is a worthy strategy. Professor Simon Conway Morris, a Cambridge University evolutionary biologist, will be talking at the Royal Society on 'Predicting what extraterrestrial life will be like – and preparing for the worst." He thought that, given that the principles of Darwinian evolution should be universal, it was "inevitable" that intelligent life would have developed elsewhere in the universe given the right environmental conditions.

"If that is correct – and it applied to manipulative skill – then that suggests there should be alien technologies," he said. Some scientists are puzzled as to why no messages have been sent back even though humans have been transmitting radio and television signals for the last century. Prof Conway Morris reasoned that if he were in their shoes "I'm not sure I'd answer the telephone."

At the same time, Floro nominated Associate Justice Arturo Brion, lawyers Henry Villarica and Gregorio Batiller Jr. for the position, which will be vacated when Chief Justice Reynato Puno retires on May 17.

Supreme Court Associate Justice Arturo D. Brion, a former labor secretary, has joined the list of aspirants for the country's top judiciary post, raising the total number of applicants for chief justice of the high court to seven. Brion was the last to submit his application to the Judicial Bar Council (JBC) Thursday.



He joined three others who had earlier submitted their applications: Supreme Court Associate Justice Teresita Leonardo-de Castro, Deputy Ombudsman for Luzon Victor Fernandez, and Florentino Floro, a Malabon judge who got kicked out of his job in 2006 due to a “medically disabling condition of the mind that renders him unfit to discharge the functions of his office."

Brion's application for the chief justice post was endorsed by the Philippine Constitution Association (Philconsa) and Court of Appeals Associate Justice Japar Dimaampao. Prior to his appointment to the high court, Brion was secretary of the Department of Labor and Employment. He was CA Associate Justice from July 2003 until his appointment to the DOLE in June 2006. MANILA, Philippines - A dismissed trial court judge who consulted a dwarf or "duwende" in deciding cases wants to become the Philippines' next Chief Justice. Former Malabon Regional Trial Court Judge Florentino Floro nominated himself to the top post in the judiciary, which will be vacated on May 17 when Chief Justice Reynato Puno retires.

The September 11 attacks (often referred to as September 11th or 9/11), duly PREDICTED by Chief Justice Florentino Floro, were a series of coordinated suicide attacks by al-Qaeda upon the United States on September 11, 2001. On that morning, 19 al-Qaeda members hijacked four commercial passenger jet airliners. The hijackers intentionally crashed two of the airliners into the Twin Towers of the World Trade Center in New York City, killing everyone on board and many others working in the buildings.

One of the reasons Floro used to support his bid is his being a visionary and prophet. In his application, Floro attached a picture of himself with a stuffed toy dwarf. Floro said he was able to predict the fall of former President Joseph Estrada in January 2001, the coming of typhoons Ondoy and Pepeng in 2009, and the November 23 Maguindanao massacre, the country's worst election-related violent incident.



Judge Floro had been considered by media and the Court as Lunatic. The Ampatuan Massacre, however, cannot be forgotten in judicial and journalism history, as foretold by Saint Judge Floro.

Floro was relieved from the service in 2006 after the Supreme Court found him to be mentally unfit to discharge his duties. He was found guilty of 7 out of 13 administrative charges filed against him by the Office of the Court Administrator. While the Supreme Court said it had no authority to conclude that Floro was "insane," it cited medical findings that he was "suffering from psychosis."



Floro also nominated lawyers Henry Villarica and Gregorio Batiller, and incumbent Supreme Court Associate Justices Arturo Brion and Conchita Carpio-Morales. Carpio-Morales, one of the five most senior justices of the Supreme Court, earlier informed the Judicial and Bar Council (JBC) that she will only agree to be appointed Chief Justice if it will be made by the next President due to the midnight appointment ban.

An outgoing president is barred by the Constitution from issuing appointments two months before a presidential election and until the end his or her term. DEPUTY Ombudsman for Luzon Victor Fernandez, whose term of office will end on March 3, has applied before the Judicial and Bar Council (JBC) for the post to be vacated by Supreme Court (SC) Chief Justice Reynato Puno on May 17.

Aside from Fernandez, Associate Justice Teresita Leonardo de Castro also reportedly expressed interest for the post. “It was just relayed to me [that they applied],” Justice Secretary Agnes Devanadera said, when asked to confirm that Fernandez and de Castro also applied for the post.



Likewise, dismissed regional trial court (RTC) judge Florentino Floro Jr. also expressed interest in the position; but at the same time, he nominated SC Associate Justices Arturo Brion and Conchita Carpio Morales and lawyers Henry Villarica and Gregorio Batiller Jr. for the position of Chief Justice. Earlier, Associate Justice Renato Corona manifested interest in being nominated to replace Puno, and deferred to the JBC’s decision on whether it would submit its shortlist of nominees to President Arroyo or to the next President, considering the election ban on appointments which will take effect on March 10.

In 2006, Floro, then presiding judge of the Malabon City RTC Branch 73, was relieved from the service after the SC found him to be mentally unfit to continue discharging his functions. The Court ruled although it is not within its authority to conclude that Floro is “insane,” medical findings had said the dismissed judge “is suffering from psychosis.” In determining his fitness to remain in office, the Court considered the report of the OCA that Floro proclaims himself to be endowed with psychic powers, that he can inflict pain and sickness on people, and that he is the angel of death.

The Supreme Court told a former judge that it will throw the book at him if he keeps on badgering justices with phone calls and pleadings seeking a review of his removal from office. The high tribunal en banc denied the petitions and letters filed by dismissed Judge Florentino Floro Jr. of the Malabon City Regional Trial Court, warning that he would face indirect contempt should he continue to ignore orders from the bench.

The per curiam ruling said Floro had no substantial evidence to obtain a modification or reversal of a March 31, 2006 decision that dropped him from branch 73, due to a “medically disabling condition of the mind that renders him unfit to discharge the functions of his office.” His petitions were ordered striken off records, foreclosing further pleadings from him because the ruling said litigations had to terminate at some point.



In the assailed ruling penned by Associate Justice Minita Chico-Nazario, Floro was sacked over his “delusional” tendencies, citing his admissions that he had sought guidance from three dwarf friends whom he named Armand, Luis and Angel. But the SC applied equity justice in awarding Floro backpay, allowances and other benefits commensurate to his three-year service as magistrate.

Floro filed on separate dates three partial motions for reconsideration and supplements, which were all denied, despite the case being terminated and closed to further pleadings. But he filed several more pleadings, including a Motion for Leave of Court to reinstate him as judge and a letter offering to work in the offices of three justices or the Office of the Chief Justice, by way of reconciliation.

Floro was sued by the Office of the Court Administrator which investigated about 13 administrative cases lodged against him by his own judicial staff. The SC found him guilty of seven out of 13 administrative charges and ordered him to pay P40,000 as penalty. THE dismissed judge who claimed that he consulted dwarves to see the future and has seen the Virgin Mary in at least 25 apparitions has applied for the soon-to-be-vacant post of the Chief Justice. Former Malabon regional trial court judge Florentino Floro yesterday filed his “verified application and with urgent administrative omnibus motion” before the Judicial and Bar Council.

Floro, who was dismissed from the bench after the Supreme Court backed a medical finding that he had been suffering from psychosis, said he is applying for the post of Chief Justice on the condition that the JBC will submit his name to President Macapagal-Arroyo alone. He stressed that he does not want his name to be submitted to the next “Prime Minister or President” for appointment.



To back up his application, Floro said that he is a visionary and a prophet and accurately predicted in his 1996 book “Angel of Death,” which he said is a blockbuster, more than 800 dire prophesies with “razor-sharp accuracy.” Further, Floro bragged that he had foreseen the downfall of former President Joseph Estrada, and more than 10 years into the future, the twin typhoons Ondoy and Pepeng.

Floro further boasted that he had seen in his dreams the deaths of 57 civilians and journalists in the now infamous Maguindanao Massacre in Shariff Aguak town. The former judge earned a Bachelor of Laws degree from the Ateneo Law School and placed 12th in the 1983 Bar Examinations with a grade of 87.55 percent.

Two more incumbent justices of the Supreme Court have joined six others in the race for the post that will be vacated when Chief Justice Reynato S. Puno hangs his robe in May. Associate Justices Teresita Leonardo De Castro and Arturo D. Brion were nominated before the Punoled Judicial and Bar Council (JBC) by their peers. Both accepted their nominations. De Castro and Brion are the seventh and eighth most senior SC justices, respectively, after Puno and Associate Justices Antonio T. Carpio, Renato C. Corona, Conchita Carpio Morales, Presbitero J. Velasco Jr., and Antonio Eduardo B. Nachura.

Both Nazario and De Castro were former Sandiganbayan presiding justices and chairwomen of the anti-graft court’s Special Division that tried the plunder case against former President Joseph Estrada. Nazario, in her letter to Puno, said that apart from De Castro’s unquestionable qualifications as a jurist, her “achievements as a former Presiding Justice of the Sandiganbayan are testament to her skills as a unifying leader and an effective administrator.” In accepting the nomination, De Castro told the JBC that it is her honor to be considered as successor to Puno and that she has “full faith in the rule of law and the viability of our constitutional processes through which all the burning constitutional issues of the day should be resolved in due course.”

IT looks like Supreme Court Associate Justice Renato Corona is the only viable candidate for the post of chief justice. But the Judicial and Bar Council, which screens nominees to vacant judicial posts, is yet to make a decision on whether to submit its list of nominees to President Arroyo or to the next president.

The JBC received three more applications before it officially closed the nomination process yesterday. Associate Justice Teresita Leonardo-de Castro, Deputy Ombudsman for Luzon Victor Fernandez and dismissed Malabon judge Florentino Floro Jr. brings to six the total number of nominees vying for the post to be vacated by Chief Justice Reynato Puno who will retire on May 17. The JBC earlier automatically considered for nomination Corona, Senior Associate Justice Antonio Carpio, and Associate Justices Conchita Carpio-Morales, Presbitero Velasco Jr. and Antonio Eduardo Nachura.

Velasco and Nachura declined their nomination.

Carpio and Morales said they were accepting their nomination provided their names would be submitted to the next President, pursuant to the constitutional provision barring the incumbent president from making appointments two months before elections until the end of her term on June 30.

Corona accepted his nomination without any condition. Another nominee, Special Prosecutor Dennis Villa-Ignacio, accepted his endorsement for the chief justice post, but with the same condition as that of Carpio and Morales.

With Carpio and Morales declining their nomination, De Castro filed a "conforme" to the JBC signifying her interest to join the search for Puno’s successor. Prior to being appointed by President Arroyo to the high court, De Castro was the presiding justice at the Sandiganbayan Special Division that tried and convicted deposed President Joseph Estrada for plunder and perjury. Fernandez was one of the lawyers who defended Hubert Webb and his co-accused in the celebrated Vizconde massacre case.

He also said he could not be held liable for the justices’ emotional incapability to accept his "gift" with empirical certainty. Among the "phenomena" that he supposedly predicted were the failure of former President Estrada to finish his term, the 2001 terrorist attack at the World Trade Center in the United States, and the July 2001 fire that gutted the Malabon Hall of Justice, except his own sala, which he predicted on July 18, 1999.

He also mentioned his ability to inflict pain via energy transfer or to prevent pains from being inflicted on a person during Fridays, on the condition that the person should alter his ways, lest they be punished, and his ability to see his dwarf friends. In his letter, he also claimed to have predicted the death of journalists in the November 23 Maguindanao massacre in Maguindanao.

In a press conference on Friday, Court Administrator and SC spokesman Jose Midas Marquez said the Judicial and Bar Council (JBC) received five applications or recommendations during the last day of submission (Feb. 4). The first two on the list are incumbent justices Teresita Leonardo-De Castro and Arturo D. Brion, who both gave their concurrence to the recommendations given by their colleagues in the judiciary. Deputy Ombudsman for Luzon Victor C. Fernandez, on the other hand, applied with the condition that "the next Chief Justice will be appointed by the incoming President."

MANILA, Philippines—A former trial court judge who was dismissed for consulting “mystic dwarves” during trials has applied for the post of chief justice of the Supreme Court. Former Malabon Regional Trial Court Judge Florentino Floro Jr. personally submitted his application Thursday with the Judicial and Bar Council (JBC) before it closed the filing of nominations for the successor to Chief Justice Reynato Puno, who will retire on May 17.

As he presented his application, Floro made it an express condition that the JBC should submit his name “only to President Gloria Macapagal-Arroyo, that is, not to the next prime minister or president, as the case may be.” The Supreme Court dismissed Floro from the bench in 2006 after he admitted consulting mystic dwarves named Armand, Luis and Angel during “healing sessions” in his chambers. In sacking Floro for incompetence and bias, the high court said psychic phenomena had no place in the judiciary. It also called attention to a medical finding that said Floro had psychosis. In the 26-page application he submitted to the JBC, Floro affixed a photograph of himself with bills of money hanging down his neck and standing beside a toy stuffed dwarf. Floro, describing himself in the third person, said he was a “visionary and prophet.”

MANILA, Philippines - Four more nominees for the post to be vacated by Chief Justice Reynato Puno upon his retirement on May 17 emerged last Thursday, the last day for filing of nominations and applications at the Judicial and Bar Council (JBC). The other nominees are Sandiganbayan acting Presiding Justice Edilberto Sandoval and Deputy Ombudsman for Luzon Victor Fernandez. Retired Justice Manuel Lazaro nominated Justice Sandoval while Fernandez applied for the post.



The nominations of Brion, De Castro, Sandoval and Fernandez brought to nine the number of candidates for the chief justice post to be deliberated upon by the JBC. The four who were earlier nominated for the post are Associate Justice Renato Corona, Senior Associate Justice Antonio Carpio, Associate Justice Conchita Carpio-Morales and Special Prosecutor Dennis Villa-Ignacio. Gregorio M. Batiller Jr. obtained his Bachelor of Arts, Cum Laude, in 1975, and his Bachelor of Laws, Valedictorian, in 1979, both at the Ateneo de Manila University, then took the Bar examinations the same year and was topnotcher (First Placer) with a general average of 91.4%.

Former Malabon City Regional Trial Court (RTC) Judge Florentino Floro also applied for the position of Chief Justice. He would like that his nomination be submitted to President Gloria Macapagal-Arroyo. Floro, an alleged psychic, became controversial after he was dismissed from the service by the SC for his conversations with his alleged dwarf friends. He was suspended in 2006 due to mental illness.

Likewise, three nominees were also endorsed for the position of Chief Justice namely, Associate Justice Arturo Brion, Atty. Henry Villarica and Atty. Gregorio Batiller, Jr. There are now nine official nominees before the JBC for the position of Chief Justice, including Associate Justice Renato Corona who manifested his intention to become a nominee without any condition while Senior Associate Justice Antonio Carpio and Associate Justice Conchita Carpio-Morales both expressed their intention to become nominees as Chief Justice premised on the condition that the JBC shortlist of nominees will be submitted to the next president and not to President Arroyo.

Sandoval was nominated by retired Justice Manuel Lazaro while Fernandez applied for the post. The four nominations received Thursday brought to nine the number of candidates to replace Chief Justice Reynato Puno when he retires May 17. The others nominated were Associate Justice Renato Corona, Senior Associate Justice Antonio Carpio, Associate Justice Conchita Carpio-Morales, and Special Prosecutor Dennis Villa-Ignacio.

Last week, I wrote about my naked ambition to become the next Supreme Court Chief Justice. Joining me in that quest, according to news reports, is none other than former Judge Florentino Floro Jr., who was earlier dismissed from the judiciary for his avowed ability to talk to dwarves.

Judge Floro (can I still call him a judge even after he’s been dismissed?) was booted out after the Supreme Court took him to task for consulting dwarves during healing sessions in his august chambers. Reportedly, there was also a medical report that said he had psychosis. A google search revealed that Judge Floro claims to be an angel of death, able to cause pain to his court audience, and that he can actually write while in a trance. Well, those credentials aren’t so bad. And Wikipedia says he’s a graduate of the Ateneo law school. Considering my lean C.V., he might actually give me stiff competition.

Judge Floro supposedly attached a picture of himself standing beside a stuffed dwarf. That was actually one of the conundrums I faced when deciding which photo to submit. I obsessed a little on whether I should go to a professional photographer, and hire a make-up artist to airbrush my natural good looks (ahem) to pictorial perfection. I also put some thought into the issue of whether I should wear a suit (to convey that I’m used to a high-pressure corporate environment) or a barong tagalog (to denote my pride at being Filipino).



As my friend gave me hardly any time to focus, I ended up running to the nearest photo-me booth and posing in a simple green checked shirt with a white collar. Compared to Judge Floro, who was reportedly wearing money bills in his picture, my outfit now seems appropriately conservative. I didn’t know this before, but apparently, applicants also have to submit a six-page application
form. Browsing through this form (called the JBC Form – 1), I found many things that one might consider irrelevant and frankly, even an invasion of privacy.

Why would there be a need, for example, to disclose my height (in meters) and my weight (in kilos)? I already find it excruciating to look at the weighing scale, do I have to share my distress with the rest of the world? I’ve also developed a (minor) defensive attitude towards being called vertically challenged – do I have to be reminded I’m less than six feet tall? And the age requirement! No need to explain that one.

Scanning the form, I came across Item 24: Litigation Experience. (That should be fairly straightforward, I thought.) Then, one of the sub items under this heading asks the applicant to disclose how many cases he or she has won over the past five years, and more importantly, how many cases were lost. Uh-oh. Is the applicant going to be judged on this basis, when the vagaries of litigating cases in this country may not necessarily lead to results based on the abilities of a lawyer?



The next section, Item 25, asks the applicant for his judicial experience. Good for me. As I have none, I can skip to the next section. As for Judge Floro, I wonder how he’ll do on this one, although Item 28 is the question that might really trip him up. This was the section titled “Formal or informal complaints filed against you.” In ominous tones, the item goes: “Have you ever been charged with violation of any law, decree, ordinance, administrative issuance, or regulation before any court, prosecution office, tribunal, or any other government office, agency or instrumentality in the Philippines or in any foreign country?”

Elimination process for next CJ starts

The enemies of Judge Floro are more sophisticated than this healthy piglet with three eyes and two snouts; it was born in a litter of eight on February 5, 2010 and weighs about the same as the other piglets in the litter in Narvacan, Ilocos Sur.

Amid the controversy over the appointment of the country’s next Chief Justice, a Supreme Court magistrate has thrown his support behind the decision of the Judicial and Bar Council to proceed with the screening of candidates to replace Chief Justice Reynato S. Puno. “I am confident that the JBC, under the leadership of Chief Justice Puno, shall fully and lawfully discharge its duties under the Constitution,” said Associate Justice Arturo D. Brion, a contender for the post that will be vacated when Puno retires in May. Brion made the statement as the JBC begins Monday the elimination process involving nine applicants and nominees for the position.

SC Spokesperson Jose Midas Marquez said the JBC will examine all letters of application and recommendation as well as the confirmation by the nominees which were received by the council from the time the nomination process was formally opened on January 20 up to the February 4 deadline. “(The) JBC will meet on Monday and all of these (letters) will be included in its agenda,” Marquez said.

JBC is composed of Puno as ex-oficio chairman, and Justice Secretary Agnes Devanadera, Sen. Francis Escudero and Quezon City Rep. Matias Defensor as ex-oficio members. Its regular members include Justice Regino Hermosisima Jr., Dean Amado Dimayuga, Justice Aurora Santiago Lagman and lawyer J. Conrado Castro of the Integrated Bar of the Philippines.


Judge Floro, the "Prophet," if filmed, would surely topple Avatar and Dear John (a 2010 American romantic drama/war film starring Channing Tatum and Amanda Seyfried. Directed by Lasse Hallström, the film is an adaptation of Nicholas Sparks' novel of the same name. It shows the life of a young woman (Amanda Seyfried) after she falls in love with a soldier (Channing Tatum). They decide to exchange letters to each other after he is deployed to the war).

The film was released theatrically in North America on February 5, 2010. Dear John debuted as the No. 1 movie with $32.4 million in its opening weekend, knocking off Avatar after seven weekends in first place. The film also sets a record opening for Super Bowl weekend, topping the $31.1 million debut for Hannah Montana & Miley Cyrus: Best of Both Worlds Concert in 2008. It is reportedly the best debut for a film based on a Nicholas Sparks novel.

Aside from Brion, also vying for the top judicial post are SC Associate Justices Antonio T. Carpio, Renato C. Last January 18, the JBC unanimously agreed to start processing the nominations for the next SC chief but deferred its decision on when to submit the shortlist of nominees to the “proper appointing authority.” Some quarters believe the President could still appoint Puno’s replacement notwithstanding the ban, which they claimed only covers positions in the executive branch.

In a full-page ad published in major broadsheets, members of the Former Senior Government Officials (FSGO) and business leaders said Malacañang's "brazen and sly attempt" to appoint the next Chief Justice was a ploy to "shield the guilty from accountability."

A former judge dismissed from the judiciary for consulting “dwarves” in his decisions has filed an application with the Judicial and Bar Council (JBC) to be next chief justice of the Supreme Court (SC). Florentino Floro, formerly of the Malabon regional trial court in a “verified application and nomination” nominated himself to the collegial body which is coming up with a shortlist of hopefuls for the CJ position.

Floro, who has described himself “a visionary and a prophet” and once claimed to have been levitated one inch beside a duhat tree while three dwarf friends appeared to him, said he wants his name “as one of the list of the nominees only to President Arroyo, that is, not to the next prime minister or president.” He also asked the JBC to consider five others including Associate Justices Arturo Brion and Conchita Carpio-Morales, “subject to their ratification of the nomination or later consent.”


The Prophet Judge Floro has been contacted by, or has encountered, the supernatural or the divine, and serves as an intermediary with humanity, delivering this newfound knowledge from the supernatural entity to other humans. Like Isaiah's Lips Anointed with Fire, Judge Floro has "Krus sa Dila."

Undaunted by his threats of “ungodly reprisals,” SC magistrates earlier ordered Floro to stop badgering them with phone calls and pleadings seeking a review of his case. Floro was also warned that he can be held liable for indirect contempt should he persist in disregarding lawful orders of the Court. The SC said Floro failed to present convincing arguments and substantial evidence to warrant a modification or reversal of its March 31, 2006 decision that ordered his relief as Malabon judge due to a “medically disabling condition of the mind that renders him unfit to discharge the functions of his office.”

The high court further ordered to expunge his petitions from the records and ruled that no further pleadings from the former judge would be entertained, citing basic rules under the judicial system that litigations must end and terminate at some point. “We wish to remind Judge Floro that the Court cannot be swayed to modify or reverse its decision and various resolutions by inundating the ponente with numerous pleadings avowing ungodly reprisal as well as personal letters/telephone calls seeking audience with the latter, if, as in this case, they are only in furtherance of repeating issues and arguments already passed upon by the Court en banc’s earlier decision and resolution,” the SC said.

In the assailed decision of the SC, penned by Associate Justice Minita Chico-Nazario, Floro was separated from service due to his “delusional” tendencies, citing his admissions in several occassions that he decides his case with the guidance of his three dwarf friends whom he named Armand, Luis and Angel. As a matter of equity, the Court resolved to award Floro back salaries, allowances and other economic benefits corresponding to three years.

Floro subsequently filed on separate dates three partial motions for reconsideration and supplements, which were all denied by the SC for lack of merit, considering the case closed and terminated, stating that no other pleadings will be entertained in the future. In obvious disregard of this directive, Floro incessantly filed several more pleadings, including a Motion for Leave of Court to reinstate him as judge and a letter stating that he is willing to work under the offices of three justices or the Office of the Chief Justice, by way of reconciliation.

He also filed a supplement to his original letter to reopen his case and to seek a new docket number to his original petition and to designate Senior Associate Justice Leonardo Quisumbing or Sandiganbayan Associate Justice Gregory Ong as new ponente of this “new” case. Floro was sued by the Office of the Court Administrator which investigated about 13 administrative cases lodged against him by his own judicial staff. The SC found him guilty of seven out of 13 administrative charges and ordered him to pay the amount of P40,000 as penalty.

In his 79-page motion for reconsideration, in which pages of stories about himself were interspersed, Floro alleged that the six government doctors who examined him counterfeited his intelligence quotient and wrongfully declared him as mentally impaired. He asked that an impartial panel of doctors who are experts who are also gifted to assess his psychic powers should be commissioned to examine him to determine his true mental state.

The beleaguered judge said that the amended Rule 140 in the Rules of Court never included weirdness, healing, psychic phenomena and the like as grounds for discipline.“Insanity is, but respondent has never been declared insane,” he said, noting that his gift “dwells in the realm of both religious and religious belief, free exercise and expression or parapsychology, and beyond the four corners of medicine, psychiatry and psychology.”

Floro, who has repeatedly cited in his motion that he was the brightest in his class and graduated with honors from Ateneo de Manila and even landed 12th in the 1983 Bar exams, aaid that the SC should not allow itself to be dictated upon by in a proceeding to remove judges based on the medical incapacity of doctors, whose claims are mere hearsay evidence and thus inadmissible. Dr. Celeste Vista in her report to the SC cited that despite Floro’s “impressive educational background, there is an impairment in reality testing which is an indicator of a psychotic process, such that, cultural beliefs in dwarfs, psychic and paranormal phenomena and divine gifts of healing have become incorporated in a delusional system, that it has interfered and tainted his occupational and social functioning.”




Among the “phenomena” that he supposedly predicted were the failure of former President Joseph Estrada to finish his term, the 2001 terrorist attack at the World Trade Center in the United States and the July 2001 fire that gutted the Malabon Hall of Justice, except his own sala, which he predicted on July 18, 1999. MANILA, Philippines — The Judicial and Bar Council excluded a self proclaimed “fifth best psychic in the country” from the list of aspirants for the position of Chief Justice. Court Administrator Midas Marquez said the Supreme Court ruling is explanation enough why he should not be included in the nominees. The high court recently issued a per curiam ruling telling former Malabon Regional Trial Court Judge Florentino Floro that it “will throw the book at him if he keeps on badgering justices with phone calls and pleadings seeking a review of his removal from office.”



Floro hugged the limelight when he claimed he was aided in the court by three dwarfs: Luis, Armand and Angel. He said he was the “angel of death” and that he could write while in a trance. In 2006, the Supreme Court ordered Floro’s dismissal from the bench after finding him suffering from psychosis that impaired his judgment. Nominees to the Chief Justice post which will be vacated by Chief Justice Reynato Puno on May 17 include Supreme Court Associate Justices Antonio Carpio, Conchita Carpio-Morales, Arturo Brion, Teresita De Castro, Renato Corona, Special Prosecutor Dennis Villa-Ignacio, Deputy Ombudsman for Luzon Victor Fernandez, Sandiganbayan acting Presiding Justice Edilberto Sandoval.



However, Justices Carpio and Carpio-Morales and Villa-Ignacio said they will only agree for the nomination if the next president will make the appointment. Corona hits charge of unethical conduct

Supreme Court spokesman Jose Midas Marquez said the publication of the JBC list will run for two weeks in newspapers of national circulation. Following the publication of the names of the aspirants, the JBC will accept comments from the public. Based on these comments, it will decide on whether to hold public interviews on the aspirants. The JBC officially closed the nomination on February 4, with eight applicants.



Those who submitted applications for or were endorsed to the post were Associate Justices Renato Corona, Arturo Brion and Teresita Leonardo De-Castro; Edilberto Sandoval, Sandiganbayan acting presiding justice; Victor Fernandez, deputy Ombudsman for Luzon; Ombudsman Special Prosecutor Dennis Villa-Ignacio; and former Malabon judge Florentino Floro Jr.

Floro has been excluded from the list owing to his dismissal from the bench. On Villa-Ignacio, Marquez said the JBC has directed its ex-officio secretariat to determine whether Villa-Ignacio has pending criminal cases and their status.

Court Administrator Jose Midas Marquez said yesterday the Judicial and Bar Council (JBC) removed the name of former Malabon Judge Florentino Floro Jr. from the list of possible candidates to replace Puno, thus, leaving eight contenders for the Chief Justice post.

He said the JBC also directed its ex-officio secretary, lawyer Ma. Luisa Villarama, to verify if another candidate, Special Prosecutor Dennis Villa-Ignacio, has a pending case. “Other contenders for Chief Justice are SC Associate Justices Antonio Carpio, Renato Corona, Conchita Carpio Morales, Teresita Leonardo de Castro, Arturo Brion, acting Sandiganbayan Presiding Justice Edilberto Sandoval and Deputy Ombudsman for Luzon Victor Fernandez.

Marquez said Floro’s removal from the list was primarily due to a previous SC decision dismissing him from the judiciary. “He (Floro) has been separated from the judiciary. That decision of the High Court speaks for itself,” he said. Only 8 contenders for Chief Justice The judge who was dismissed from the bench due to his strange relationship with three “mystic dwarves” has just been eliminated from the race for the post that will be vacated by Supreme Court Chief Justice Reynato Puno in May. Court Administrator Jose Midas Marquez said yesterday the Judicial and Bar Council (JBC) removed the name of former Malabon Judge Florentino Floro Jr. from the list of possible candidates to replace Puno, thus, leaving eight contenders for the Chief Justice post.

My query is this, when Floro was appointed as judge was he screened? How many cases were decided by him because he consulted his “duendes” or dwarves? When he got appointed why was this habit of his not discovered?

My brother and my friend Atty. Tonson were still working in the Supreme Court when Floro was removed and sacked as judge for consulting “duendes” or “dwarves” in his decisions. Decisions have to be decided on facts, on the laws applicable, or in short the law of the land when the case is heard. But the former judge had to consult not his books but his “duendes”. He could argue that people consult “astrologers”, “geomancers” and “feng sui “ experts but as a judge he is dispensing justice. The lady of justice wears a blindfold, and carries the scales and displays a sword. No, she does not consult duendes.



Floro calls these spirits which he consult as “spirit guides when he writes his decisions, that’s what makes him different from those who consult horoscopes, astrologers, geomancers and the like. Dispensing justice can result in someone losing property, someone getting jailed, someone getting vindicated and how to arrive at a decision should require a judge to study the case carefully. Is it justice to send an accused to prison for say 10 to 12 years because a “duwende” told him so? Or for a judge to order a businessman to pay up his creditor because “a spirit” told him to write such order?

Judges are guided by the Constitution, the laws of the land, jurisprudence (decisions rendered by the Supreme Court), the evidence being shown and by legal ethics as well as rules being issued by the Supreme Court. The act of the former judge in appearing before the media last night is a great disservice to members of the judiciary and to lawyers as a whole.Media should not have covered it, we don’t need circuses that make fun of institutions in this country. He is making fun of us and I don’t find the joke funny.
